Are Diablo III latency issues solved? (UPDATED)

Blizzard released a new patch for Diablo III on the EU servers. Unfortunately the patch is not major and only fixes and balances some in-game mechanics and character/race issues.
The high latency issues seem to be unsolved. We presume that the developers and server admins are working hard on a solution that will probably help some of the players to reduce lag in Diablo III.
2019 UPDATE: Note that Diablo 3 forums have been moved on new location. Make sure to visit their forums for server status and search if any other players are complaining to make sure the problem isnt located on your computer.
