When using SetPoint to adjust the mouse sensitivity it is maintained separately from the Windows setting, but is combined with the Windows setting to determine the final sensitivity. For this reason, this entry sets the Windows setting to 0 so it doesn't affect the one you set in SetPoint and then unloads.
